The quick fuel pump pulse is not actually part of the design, but an
innocuous side effect of powering the device up. On some cars you can
make the fuel pump turn over for a second by flashing the headlights. It
just puts a "spike" on the +12v rail to the RPM relay which it
interprests wrongly as a pulse from the coil
