fuel tank removal?

Hello All,

I recently replaced my leaking master cylinder, and I know I have some bad
epoxy in the fuel tank area. Do I need to empty the fuel tank (i.e. recent
thread) in order to remove it to access this area for POR15 repair? If
not, how do I go about removing it?
