It's a litlle block with a clamp that attaches to the wiper arm, to direct a 
jet of windshield washer fluid onto the windshield. Unlike cars that use two 
fixed jets hidden in the air intake grille, the DeLorean only needs one jet 
since it sweeps back and forth on the wiper arm. I broke the clamp on mine by 
mistake and did a temporary fix by reattaching it with two tiny black cable 
ties. The part is still available, last I heard.
