Do you mean the upper seat belt mount? If this is the case and that part
is loose- then you can't take the seat belt fastener bolt out. The bolt
screws into the cylindrical fastener. This fastener (sorta like a huge
rivnut) goes through the body to underneath the vent just to the rear of
the door. 

Mine was spinning in place, and i fixed it (rather unelegantly) by
drilling a hole through the spinning piece and the body and putting in a
pin.

If the piece you're referring to is the SPACER between the seat belt bolt
and the body, simply tightening the bolt should be fine. The plastic
piece on the upper seat belt mount just pops off...

If you're talking about soemthing totally different, then nevermind...
