seatbelt mount rattle. rear headliner to blame?

hey everyone, me again!
today i noticed a rattle in my car, so i got out to investigate. ?i believe
the round disc that goes behind the seat belt mount on the passenger rear
wall is the culprit. ?it is quite loose and it spins around and has a lotof
play in it. ?the driver's side is much tighter. ?anyone know how to fixthis?

one problem might be that i have replaced my rear headliner but was unable to
get the passenger side ceiling screw through the headliner once i had it
installed. ?i should have drilled it out first. ?too late! ?as a result the
black part of the wall on the side isn't mounted to the roof, so it's a
little loose. ?this might have something to do with it?
