Steering question

Steering is very tight and jerky like dry plastic rubbing against dry
rubber. The steering wheel moves up and down ok but not in and out.
The bushing was replaced in May of '99 per records. Could that be
suspect or is it outside of the column and not involved. (Weather is
lousy, won't get to look for a couple of days so have time for learned
input).
