There is a Federal Statute dealing with Odometers. It is at 49 USC Sections 
32701 et seq. Technically, changing the milage reading, even with no intent 
to defraud, is a violation. You may not "disconnect, reset, alter, or have 
disconnected, reset, or altered, an odeometer of a motor vehicle intending 
to change the milage registered by the odometer." (section 32703) So even 
if you are changing the reading to be CORRECT, you are technically violating 
the statute.
