rocker panel plug

On the side of my car, lower rocker panel (for lack of a better term) about 
where the key hole is (only at the very bottom), there is a white plug/hole 
that goes into the fiberglass. On the passenger side there appears to be a 
cover over this (black). Should I have one on driver's side as well? ( I 
assume yes). If so, does anyone have one of these laying around that they 
are willing to part with? E-mail me privately if you do.
