I HAVE HAD THE SAME PROBLEM.
WHILST I HAVE NOT YET FINALLY ISOLATED THE EXACT AREA , IF YOU MOVE THE
WIRES TO THE DRIVERS SIDE OF THE HEATER MOTOR, THE 3rd STAGE FAN SPEED
WORKS. SO I WOULD IMAGINE IT IS A BROKEN WIRE OR A BAD CONNECTION.
