David,
Inside the heating duct is the speed control resistor, probably is open
in the top two selections. You can get to it from the passenger side
foot well. It is held into the duct with 2 (?) screws and has several
wires connected to it. If you look in the parts manual you will find it
in section 7.1.2 item 2, Resistors P/N 101275.
