[DML] gas leak or overfill??

I have a couple questions..Drove my car home directly after filling it to 
the top with gas. 20 minutes later i smelled gas coming up from the garage. 
I found that the car was slowly dripping gas from several edges of the plates 
protecting the gas tank. Took the car for a 20 minute ride, came back and it 
was dry and didn't drip anymore. 
Did I overfill the tank or is there a leak somewhere possibly? 
Also when I turn on the airconditioning the radiator fans keep turning on 
and if quickly every few seconds. Causes a lot of clicking in the relay 
comp. Is that normal?? -Thanks in advance , Dave
