[DML] high rpm idling

When in neutral, my 5 speed idles very high, around 18 to 22 on the 
tachometer. If I tap the gas pedal, it drops to around 7 or 8, which sounds 
reasonable. Any suggestions?

It also has kind of a dry bearing sound. Almost like scraping or something, 
coming from the engine. I'm afraid to ask... any ideas what this is? I know 
my muffler heat sheild is warped and frayed close to the water pump. Could 
that have anything to do with it?
