Chip-

The way that I've been told is that the foam that's used in fix a flat does 
the corroding. After it seals, you've still got a good deal left in there, 
and when it sits is when it does it's work. I'd have the tire taken off and 
examined. I've seen it before, it looks similar to rust although not as 
thick.
