It's both, look on page 12 of the DeLorean Owners Handbook, if you
don't have one, there's one available for download on the Internet at
ftp://dmcnews.com/pub/ownmanu.pdf
It's a PDF, and not printable (unfortunately).

There should be an adjusterknob on the "righthandside of the
steeringcolumn, behind the low instrument panel pad"

As I don't have a "D" YET, you should check for yourself, 
but it should be there!
