[DML] More problems with 16738

Ok, it's time for my weekly batch of questions. Any help would be greatly 
appreciated.

#1-It's running very rich. I haven't had it hooked up to a diagnostic 
machine (most people I've talked to wanted to run and hide from it) but I can 
tell by the smell of the exhaust. I've recently replaced the cold start 
valve, thermo time switch, and the warm up regulator because of a horrid cold 
start problem. How can I tell how far out of adjustment it is, and how can I 
fix it?

#2.-Torsion bar is out of adjustment. yes, I know it's a two man job and I 
know the possible consequences, but how do I readjust it?

That's all I can come up with for the time being. Any help would make that 
person my hero for the week!!
