I have a Chevy Nova, also with the 4 headlights, 2 come on in low beam 
mode, and all four come on in high beam mode. When one doesn't work in 
low beam mode, but works in high-beam mode that means (usually) that 
the low beam filament has burned out and the headlight needs to be 
replaced. If that is the case, it has been recommended that you 
replace both of the hi/low beam lights.
