[DML] Fuse box help and missing relay

I just got the car and I notices the fuse box is melted and in line
fuses were installed and the pervious owner didn't label it...So is
there any reference to wire color associated to fuse. I'm concerned
since there are several 30 amp fuses and in the owners manual it only
show one.

Also there is a relay with nothing in it.. It has a Blue/black,
Red/White, and Black wire coming off it.. What am I missing??
