Hey Tom,
I work for a company that builds off road vehicles for the military and we
use torsion bars for are rear suspension.
Before we install the bars we send them out for powder coating (splines
taped).
I've worked with rusting bars many times before. I put them on the lathe and
spin one slow. As it turns, I use a scotch brite pad (blue) on an air sander
and remove as much rust as I can. Then I use a corrosion inhibitor and let
it sit for a day then its re-powder coated.
I know this sounds like a rude process but custom bars can be very expensive
and we've never had an old set of bars snap.
You can also do this by hand with a mild scotch brite pad.
Remove the rust before your bars start to pit, if you let it go or paint
over the rust you'll have a problem.
