Mark, I just went through this frustration with California emissions. It turned out to be two things. One, my whole fuel system had just been taken apart and cleaned part by part, including the fuel tank. The cleaner that was used was not completely removed from the system, I was told it would burn off after a couple tank fulls. The second problem was that I was (and still am) burning a little on the rich side because the previous owner of my car modified the fuel distributor. Hope this helps, I know identifying emissions "problems" can be a royal pain, especially if you have as strict of regulations as we have here.
