As far as safety/impact protection is concerned, I too, doubt that
having a hard fascia or a soft pliable one would make much difference.
 After all, that's the job of the impact absorber and front crumple
tubes.  They would take almost all of the impact in a collision,
regardless of what the fascia is made of.  Anyone may feel free to
correct me if I'm wrong though, since I'm by no means an expert in
this area.  

The only problem I can think of with a hard rigid fascia, is how would
you put it on or take it off?  Without being able to bend and flex it,
it would be almost impossible to get it over and around the headlight
assemblies.  Just my 2 cents.  :-)
