[DML] TIRES RUB

Some time ago I put a post about my front tires rubbing on the sway bar and was told to check msg. 38238.  My Question is how and where do I find it?  Is it in the archives and how do you get into the archives because I can't find it.  I realize I'm probably not doing it right so exact instructions would help out alot.
