[DML] Bricklin-Turner Rotary Vee Engine

I was hoping someone on the list with knowledge of Malcolm Bricklin could help me learn about the history of his Rotary Vee Engine endeavor.
 
I was researching rotary engines when I came across this website:

Does anyone have any information on this engine? or could possibly give a better explanation of how such an engine would work (pistons yet still rotary?)?  I would really like to get in touch with this Frank Turner and get the schematics if anyone has heard of him.
