If you lean it out, and still get a bad idle, my bet is you have an injector that's out of whack.  I've seen this several times.  One leaky or 'loose' injector will cause the one cylinder to be way rich, throwing up the HC and CO.  Leaning it out causes every other cylinder to be way too lean, and thus a rough idle.

  I think I saw this one coming.  I disabled my idle speed ECU a couple of
  months ago because the car wouldn't idle smoothly with it running, and
  then forgot all about it before dropping the car off for inspection.  Of
  course, it failed idle emissions pretty badly--hydrocarbons and CO.

  I talked to the head tech at the shop and told him where the microswitch
  is to get the idle ECU to kick on, so he's going to go push it and see if
  the car magically passes.

  He says if that doesn't work, he wants to lean out the system until it
  passes (and then he obviously doesn't care what I do with it once I get it
  back).

  He's a capable guy who has worked on some DMCs before, although never on
  the DMCH performance engine.  He knows his stuff, though.  Think I should
  let him do it, or tell him hands off?
