Ok, Your fans actually have power and they work due to your A/C test. I don't know why they don't come on in "norm" A/C but I will tell you that if you have a BAD coolant leak and you're not bleeding they system, your fans may not be coming on due to an air-bubble in the system. Your themostat and otterstat switch may be fine but the system is air- bound and the coolant isn't circulating. Try: 1. Running the engine until hot, feel supply-side (driver's side) coolant pipe down by the otterstat switch. Is it cold? If so, you're not circulating. Bleed air out of the system with the bleed screw on the thermostat housing. Better yet, buy John Hervey's constant-bleed kit. 2. Jumper the otterstat wires together and make sure the fans come on. This will eliminate a wiring problem at that end. 3. You could remove the otterstat and boil it in a pot of water with an ohm-meter attached. Make sure it clicks and you read a "short" or zero ohms.
