If you know for sure you have a bad relay, why would you want to "test" it with another before you by a new one? How do you know it's bad? What exactly is it's failure mode? It may be not be bad, it simply may not be being powered from it's source, the socket could be bad, any number of things. If you buy another one and the problem remains you'll just be out more time and money. Btw, your statement that the car runs the same with the relay in or out is faulty logic, it doesn't prove the relay is bad.
