You've described something totally different than me. I said that the clamp goes over the inner and outer boot, you just said that the boot goes over the clamp. I don't see how the outer boot would go over the hose clamp (or why). Rich, you got it wrong again, you said "the upper/outer one that the wires pass thru was toasted". The wires pass BETWEEN the boots. Only the two fuel hoses go through the outer boot.
