Don't know what style lug nuts you've got, but: Most "stainless steel" lug nuts are really carbon steel with a stainless cap. Cap doesn't respond well to high impact. Best success is slow pressure with long handle (put a cheater on your breaker bar). If you can get caps off, nuts are often hollow on end -- great place to sheet some penetrating oil. Remember wheels are aluminum -- electrolysis (different metals weld themselves together in presence of moisture). Road salt just makes situation worse. What's going to be fun is after you've gotten lug nuts off and wheels are stuck to hubs. Has your vehicle actually moved yet?
