With a cut-off tool you may have enough room to cut a slot through the head and grab it with a screwdriver. But then good luck turning the screwdriver. You could grip a square shaft one with a wrench. If you don't mind sacrificing a set of hex key sockets, try the next largest socket that looks like it may fit with some persuasion. Put it in the freezer for a few hours and heat the head with a little propane. Then hammer the bit in the hole and see if you can turn that. The bolt sticks through the back side of the plate, so you should be able to get penetrating oil on both sides of the bolt. The exotic alternative is to weld a stud on there and turn it. I find a small pneumatic ratchet to be useful in situations like this. Those are hardly strong enough to loosen a mildly tight bolt, but if you give it additional hand force while it is bumping/vibrating, this is often enough to shake it loose. Walt Yahoo!
