You don't have to. What are they going to do? You can crash an
airliner into the dome and not breach it.
The plants will safely shutdown on their own with no human
intervention if anything goes wrong.
What's a terrorist going to do? They'd have to take control of the
entire plant, bypass the safety systems, etc. This isn't something
that would be easy to do. You'd need a large swat team to round all
those employees up and a small team of scientists who know what
they're doing and know the design of the plant to do anything.

Bury them, like we do now. Or turn them into glass, they're building a
vitrification plant down the street to turn radioactive waste into
relatively harmless glass.
