I think I can provide an explanation...what was used to scratch it? (if
you know)

I have a pin sized ding in my RH rear quarter panel that's been there
forever...when I first noticed it, it was rusting.  I cleaned it out
with some 80 grit sandpaper, and it never rusted again.  My theory was
that something that could rust hit it, and was embedded on a microscopic
level in the stainless.  When I used the sandpaper, it removed that.
