The only thing that holds the rack in are 4 nuts and two "u-bolts". One U-bolt is semicircular, the other is square. When the nuts are removed, the U-bolts can be removed, and consequently, the rubber bushing. The U-bolt brackets are placed strategically to stop the shift of the rack left/right. There are flanges on the steering rack that bump against the U-bolt bracket bushing. If you rubber "bushings" are worn, the rack can and will bounce around idiotically.
