Scott is correct but did not answer your question..

the pumps is in the boot, the boot is inside and the boot lip is outside
the tank.  The fuel pump wires go in the two grooves in the boot.  THEN,
the outer boot, which covers the pump, goes over the inner boot.  A very
large hose clamp goes around the outer boot to hold it all together. 

The hose clamp must be low enough to hold the inner boot onto the tank
flange, but high enough so that it doesn't slip off the bottom of the
outer boot.

The fuel pump wires are protected from the hose clamp by the grooves in
the inner boot and the outer boot.
