I would try using leftover fruitcake from christmas time. :-) Just cut it in 1 1/2 inch circles and use a diamond tipped drill to make the hole. You may break a few bits doing this. I guarantee you will eliminate washer "failure" on the trailing arm bolt. In fact I think with proper tooling they would make great TA bolts as well....
