Ryan, I honestly think you're better off saying "no" and investigate importing from the US. The ironic thing is that my second DeLorean came from near Freiburg - #4426, which is in the process of getting a new engine and seats, plus minor cosmetics. There are some real bargains in te US if you look hard enough. I would not personally shy away from a car with a rusty chassis as longas the price reflected it. I paid $7500 for "Lex" with an immacuate frame, just needed a good service and interior cosmetics.
