I've been given a VDRS about a year ago. The same thing applied, I got a bill from my local garage for £15! This was just to check my number plate was affixed to the front bumper!
But a friend of mine who is a Police Officer said "He cant do that". He very kindly went round to my local garage and got my money back !!!!

  I know Essex police are very hot on this subject due to the (Essex boy racer
  syndrome).Met are a little bit more lenient.

  Whether the plate be damaged, letters/numbers incorrectly spaced or wrong in
  size, it will be reported as index plate not fitted to car/ motorbike etc.
  which would be the same as not having number plates at all.

  It is purely down to the officer whether he/she warns you, fine you with an
  FPNN which is a Fix Penalty Notice Non-endorsable (No points) or in most
  cases if that is the only offence, a VDRS (Vehicle Defect Rectification
  Scheme) which basically tells you to get it sorted ASAP and go to an MOT
  testing station to get them to stamp it to confirm the defect has been
  corrected with in the next 14 days. Erm!! the last time I received one of
  these, the MOT testing station charged £15 to stamp it. Mr. Traffic Sergeant
  was not pleased with caption written on the bottom of the plate.   " No! I
  don't know any better."

  Now with cherish number plates, if you miss- align or change the font on
  letters number, or having the number plate fixing screws strategically
  placed so it reads something else, the police can report this direct to the
  DVLA, and because they still own the plate, you only have the use of the
  plate, providing it is not misused, the DVLA can & have taken the cherish
  plates back.

  However, I have come across one case where a motorist had his plate removed
  and 4 weeks later the DVLA contacted him again via an agent asking did he
  want to buy it back again!!!!!!!
