It could be, but I would have thought not. Whilst bench testing my old one today it made that electric/transformer type hum, that was due to the fact it was seized and the motor was straining to turn. Not too loud though and you would not be able to hear it over the noise of an engine at idle.

Couldn't this be the Idle Speed motor?
