[doc] Test Track Ownership????

I think the idea of the club buying the track with members owning a share is 
a great idea but at the same time I think judging by the price of land these 
days this plan is totally unrealistic.  Some sort of a lottery grant etc would 
be needed but again the chances of this are minimal... Remember It's the  
DELOREAN  test track where all the poor tax payers money (rightfully) went..... 
shuuuush! ......Maybe I'm just a pesimist!
