[doc] BTI's and lower tax

Hi All

I wrote a long article for the club mag, at the request of Andy Withers, 
and to my surprise, it has not beed printed. Perhaps he ran out of room 
in this issue, but because of all the discussions, I thought I may as 
well post it.
