Chris, I'd use an earth bus bar, this being connected using high(ish) current cable fed back to the negative battery terminal.
In my experience drilling holes in metalwork will provide a good earth return but is subject to corrosion on external exposed steelwork.

John, good 12v supply: Battery Positive terminal
        good 0v : battery negative terminal.

Can anyone tell me where to find the following wires
on a DeLorean (That is close to the front end of the
car as I want to install a car alarm there)?

A constant +12v
A good ground (That I don't need to drill holes to the
chassis)

And does the radiator cooling fan turns off when the
ignition is switched off? (i.e. does not run
independently of the ignition)
