The pump is NOT supposed to run if the key switch is in the "OFF" position. This has nothing to do with the hose, it is an electrical issue. You need to fix the wiring so it runs correctly. Instead of unhooking the battery you might try lifting the inertia switch (if THAT is even hooked up!).
