A 950rpm idle is not spec. The idle should stabilize at around 750 - in gear, not in gear, AC on, AC off, etc. You still have problems somewhere. From your comment, you may, among other possible issues, have a linkage adjustment incorrect or binding. Plus - there is something else going on. The "shudder"??? what's that all about?
