The speedometer head is one item that should not be messed with unless you know what you are doing and have the proper tools to do it. It should be disassembled, cleaned, lubricated and reassembled. After all that it has to be tested and calibrated so you know your speed accurately. Changing cables and working on the angle drive is one thing but messing with the head is another! Pull the cables and lay them on the floor on some newspaper. They should lay in a nice smooth curl with no sharp bends or links. If not then replace them. Use cable lubricant when reinstalling the cables. The speedometer should not bounce unless you are going very slow, like 5 MPH, then some bounce is acceptable.
