Steven, If it's syrupy (runny) it is a combination of old gas and deteriorated fuel lines. Also very caustic if you get it on your skin (I learned this the hard way!), so protect your hands/arms while cleaning out the tank. If it is solid, it could be some kind of patch, but unless the there has been damage to the tank area, these tanks seem to hold up pretty well. Any other suggestions out there?
