One of the lights being out, will cause this. If all the lights are working then having the wrong type bulb in one of the sockets will cause this.. I know from experience. If you have one side of blinkers working then compare the working side bulbs, both front and back with the front and back bulbs of the rapid flashing side. Do not get the blubs mixed up.
