Either a bad flasher, burnt out bulb, or a dirty/bad connection to one or more bulbs. In fact this is normal operation for the flasher, the fast-flash is warning you that one or more bulbs are not flashing. Put the hazard flasher on and walk around the car checking to make sure all of the bulbs light that are supposed to. Another possability is someone stuck the wrong bulb type into one of the sockets. The "best" thing to do is to just open and examine every bulb and socket for the right bulb type and any corrosion.
