Unless you want to redesign the entire AC system, which would likely be 
an expensive and very difficult proposition, about all you can do, 
providing your fan and vent doors, etc, are actually working correctly, 
is switch back to R12. R12 will have a good 10degree colder vent temp 
compared to r134 in the same system. Well, in a system designed for R12 
to begin with anyway.
