The way I do it is to just punch through it in the center with an awl and then work it back and forth till it pops out. The important part here is not to damage the sides of the hole in the block in any way. To reinstall, make sure the sides of the hole are clean and smooth, lay in a bead of silicone, and put the plug in convex side out. It should fit tightly in the hole so tap it in evenly all around till it bottoms. NOW hit it in the center to slightly expand it.
