It's intended to illegally hide your license plate from speed cameras, etc. Witness this question from their FAQ: "We will also offer GPS-units that can be connected to the control unit directly, so you can program the coordinates of your choice and automatically allow the clearplate to operate by GPS-control." Right. Because you need your license plate to tilt down when you are in a certain location, for the purposes of /cleaning it/. Uh huh.
