Warming up the turbo properly is to ensure proper lubrication before you "spool it up". Cooling it down is just that. Allowing the circulating oil to cool down the turbo so it does not boil the oil inside it after shutdown and "coke up" the turbo. Newer tubos have water cooling to aid with this.
