Short answer 12V. Longer answer it's a 12V system, so 12V lights would be required. The only time voltages would be reduced would be in some internal circuit to drive electronics. And light bulbs do not have any voltage dropping reqiurements. You could use 6V LEDS with the appropriate resistor, but then you would be generating more heat than if you just use 12V LEDs.
